Course Introduction
Government performance indicators provide the measurement foundation for determining whether public institutions, programmes, policies, projects, and services are progressing toward their intended objectives. Well-designed indicators translate strategic priorities and expected results into observable measures that allow managers to monitor progress, identify performance gaps, assess effectiveness, allocate resources, strengthen accountability, and support evidence-based decision-making.
This course provides a practical and comprehensive framework for developing, selecting, defining, validating, implementing, and reviewing government performance indicators. Participants will learn how to translate strategic objectives, results frameworks, theories of change, programmes, and institutional mandates into meaningful indicators that measure inputs, processes, outputs, outcomes, impacts, efficiency, effectiveness, quality, equity, and sustainability.
Indicator development requires more than choosing measurable numbers. Participants will examine the relationship between indicator relevance, validity, reliability, sensitivity, feasibility, comparability, timeliness, data availability, and decision usefulness. The programme addresses common indicator weaknesses such as measuring activities instead of results, excessive indicators, ambiguous definitions, weak baselines, unrealistic targets, poor data sources, inconsistent methodologies, and indicators that create unintended incentives.
The course also focuses on establishing indicator reference sheets and governance systems. Participants will learn how to define indicator formulas, units of measurement, data sources, collection methods, frequency, responsible owners, reporting requirements, baselines, targets, benchmarks, disaggregation, quality controls, and interpretation rules. Particular attention will be given to ensuring consistency across national, sectoral, institutional, programme, project, and operational performance systems.
Modern governments increasingly use digital data to measure performance. Participants will explore administrative data, surveys, financial systems, service-delivery records, geospatial information, dashboards, data warehouses, business intelligence, process analytics, and real-time monitoring. Emerging applications of artificial intelligence, predictive indicators, automated data collection, and machine learning will be considered alongside data governance, privacy, cybersecurity, interoperability, algorithmic bias, and responsible use of automated performance information.
By the end of the programme, participants will be able to develop high-quality government performance indicators, establish indicator definitions and reference sheets, set credible baselines and targets, identify appropriate data sources, establish indicator governance, assess data quality, interpret performance trends, and improve indicator systems over time.
