Course Introduction

Government partnerships can expand institutional capacity, mobilize expertise, improve services, and accelerate delivery, but they also create risks that can affect public resources, reputation, compliance, performance, continuity, and public trust. Effective partnership risk management requires government institutions to identify and assess risks before they materialize, establish appropriate controls, clarify risk ownership, monitor changing conditions, and respond quickly when threats emerge.

Government Partnership Risk Management Training Course provides a comprehensive and practical framework for identifying, assessing, treating, monitoring, and communicating risks throughout the government partnership lifecycle. Participants will examine risks associated with partner selection, governance, financial management, procurement, legal obligations, implementation capacity, data, technology, reputation, political conditions, safeguarding, and operational continuity.

The programme covers risk management from partnership initiation through implementation, performance review, renewal, restructuring, transition, and exit. Participants will learn how to conduct partnership risk assessments, develop risk registers, establish risk-rating criteria, assign risk owners, develop mitigation plans, define early-warning indicators, set escalation thresholds, and integrate risk management into partnership agreements, governance structures, programme plans, and performance systems.

Particular attention is given to risks created by shared responsibility and distributed delivery. Government partnerships may involve multiple institutions with different mandates, risk appetites, capabilities, procedures, incentives, and accountability systems. The course provides practical methods for establishing joint risk-management arrangements that clarify responsibilities while avoiding gaps, duplication, or inappropriate transfer of risk between participating organizations.

Emerging risks are also addressed, including artificial intelligence, cybersecurity, data privacy, digital platforms, climate change, geopolitical uncertainty, misinformation, supply-chain disruption, financial volatility, technology dependency, and increasingly complex stakeholder ecosystems. Participants will explore how emerging risks can affect partnership resilience and how scenario planning, stress testing, digital monitoring, business continuity, and adaptive governance can strengthen preparedness.

By the end of the programme, participants will be able to establish risk management systems that protect government partnerships while supporting responsible innovation and effective delivery. They will gain practical tools for risk identification, assessment, prioritization, treatment, monitoring, reporting, escalation, assurance, crisis response, resilience planning, and continuous improvement, enabling partnerships to achieve their intended public outcomes with greater confidence and control.
