Course Introduction

Government institutions increasingly rely on partnerships with private-sector organizations, development agencies, civil society, academic institutions, technology providers, communities, and other stakeholders to achieve complex public objectives. Managing these relationships as isolated agreements can create duplication, inconsistent priorities, unmanaged risks, and missed opportunities. This course introduces a portfolio-based approach for managing multiple government partnerships as a coordinated strategic asset.

Government Partnership Portfolio Management Training Course provides participants with practical frameworks for identifying, evaluating, prioritizing, structuring, monitoring, and optimizing diverse partnership portfolios. Rather than focusing only on individual agreements, participants will learn how to assess the collective contribution of partnerships to institutional strategy, public value, service delivery, innovation, resource mobilization, capacity development, and long-term government priorities.

The programme explores the full partnership portfolio lifecycle, beginning with strategic needs assessment and partner identification and continuing through due diligence, partnership selection, negotiation, agreement development, implementation, performance monitoring, renewal, restructuring, scaling, and exit. Participants will learn how to establish portfolio criteria that help government organizations determine which relationships should be strengthened, redesigned, consolidated, expanded, monitored more closely, or discontinued.

A major emphasis is placed on portfolio governance, risk, and performance. Government partnerships may involve financial, operational, reputational, legal, political, technological, cybersecurity, data, procurement, and dependency risks. Participants will learn how to create partnership governance structures, risk registers, performance frameworks, escalation mechanisms, decision rights, and review processes that provide visibility across the entire portfolio while maintaining appropriate oversight of individual partnerships.

The course also addresses emerging partnership models and technologies. Participants will examine public-private partnerships, strategic alliances, development partnerships, research collaborations, innovation ecosystems, GovTech relationships, outcome-based partnerships, blended finance, social-impact partnerships, and multi-stakeholder arrangements. Emerging issues such as artificial intelligence, digital public infrastructure, data-sharing partnerships, cybersecurity, responsible innovation, sustainability, climate resilience, and changing regulatory environments are integrated into the programme.

By the end of the programme, participants will be able to build and manage partnership portfolios that are strategically aligned, risk-aware, performance-driven, and capable of generating measurable public value. They will gain practical tools for portfolio mapping, partner segmentation, due diligence, governance, risk management, performance measurement, relationship optimization, and portfolio review, enabling government organizations to derive greater value from their external relationships while protecting public interests.
