Course Introduction

Government policies and public services often depend on citizens, businesses, public servants, and institutions taking specific actions at the right time. Yet people do not always respond as expected to information, incentives, regulations, or service processes. Nudge design provides government managers with practical methods for shaping decision environments so that beneficial actions become easier, more visible, timely, and achievable without unnecessarily restricting individual choice.

Government Nudge Design and Behaviour Change Training Course provides participants with a practical foundation for designing, testing, evaluating, and scaling behaviourally informed interventions in public policy and service delivery. The course explores how behavioural economics, psychology, decision science, human-centred design, and implementation evidence can be combined to improve government outcomes across different policy and operational environments.

Participants will learn how to identify specific behaviours that influence public outcomes and diagnose the factors that encourage or discourage those behaviours. Through behavioural journey mapping, friction analysis, choice architecture, segmentation, behavioural frameworks, and user research, participants will learn to move beyond assumptions and develop evidence-based explanations of why citizens or public employees behave in particular ways.

The course covers practical nudge techniques including simplification, defaults, reminders, prompts, salience, social norms, feedback, commitment devices, timing, framing, and improved choice presentation. Participants will examine how these techniques can be applied to public services, tax compliance, health programmes, education, social protection, environmental initiatives, regulatory compliance, digital government, and internal government operations.

Effective nudge design requires rigorous testing and responsible implementation. Participants will therefore learn how to formulate behavioural hypotheses, establish measurable outcomes, design experiments, assess intervention effectiveness, identify unintended consequences, and make evidence-based scaling decisions. The course also addresses the distinction between behavioural interventions and structural reforms, recognizing when a nudge is insufficient and broader policy or service changes are necessary.

The programme places strong emphasis on ethical and inclusive government practice. Participants will examine transparency, autonomy, fairness, privacy, accessibility, vulnerable populations, informed choice, unintended consequences, and the appropriate boundaries of behavioural intervention.   • Designing inclusive behavioural interventions that account for disability, language, literacy, digital access, socioeconomic circumstances, age, culture, and other differences in user needs.

  • Identifying unintended behavioural effects, rebound effects, exclusion risks, intervention fatigue, trust implications, and situations where nudges may worsen rather than improve outcomes.

  • Developing an institutional nudge strategy that integrates behavioural diagnosis, service design, experimentation, evaluation, technology, governance, and continuous public service improvement.
