Course Introduction

Government institutions increasingly work with non-governmental organizations to address complex social, economic, humanitarian, environmental, health, education, governance, and community-development challenges. NGOs often provide specialized knowledge, grassroots networks, community trust, technical expertise, and implementation capacity that can complement government capabilities. Effective partnership management is therefore essential for translating these complementary strengths into sustainable public outcomes.

Government–NGO Partnership Management Training Course provides a practical framework for establishing, managing, monitoring, and strengthening productive relationships between government institutions and NGOs. The programme examines how public organizations can identify appropriate NGO partners, assess organizational capabilities, establish clear partnership objectives, design collaborative arrangements, allocate responsibilities, and maintain accountability throughout the partnership lifecycle.

The course explores the complete partnership management process, from needs assessment and partner identification through due diligence, partnership design, negotiation, implementation, monitoring, evaluation, renewal, scaling, and responsible exit. Participants will learn how to establish transparent partner-selection criteria and assess factors such as governance, financial sustainability, technical capacity, community legitimacy, safeguarding practices, operational experience, organizational integrity, and alignment with government priorities.

Strong government–NGO partnerships require clearly defined roles and effective governance. Participants will examine mechanisms for joint planning, reporting, communication, decision-making, risk management, resource coordination, dispute resolution, and performance oversight. The programme also considers challenges such as overlapping mandates, funding constraints, institutional differences, accountability requirements, political sensitivities, community expectations, capacity disparities, and coordination across multiple NGOs and government entities.

The programme incorporates emerging issues shaping government–NGO collaboration, including digital transformation, data-sharing, artificial intelligence, humanitarian technology, climate resilience, localization, social innovation, digital inclusion, safeguarding, cybersecurity, and outcome-based funding. Participants will explore how technology and new partnership models can improve programme coordination and impact while addressing privacy, ethical, security, transparency, and responsible-technology considerations.

By the end of the programme, participants will be able to manage government–NGO partnerships strategically and effectively, with stronger systems for partner assessment, governance, planning, resource management, performance measurement, risk control, stakeholder engagement, and continuous improvement.
