Course Introduction

Government innovation creates value only when new ideas, technologies, services, processes, and operating models produce meaningful improvements in public outcomes. Measuring innovation therefore requires more than counting pilots, ideas, projects, funding allocations, or technologies deployed. This course provides public-sector professionals with advanced methods for defining innovation value, selecting meaningful measures, tracking benefits, evaluating outcomes, and establishing evidence-based systems that demonstrate whether innovation investments are creating sustainable public impact.

The programme explores the full measurement lifecycle from innovation objectives and theories of change through indicators, baselines, targets, evidence collection, attribution, evaluation, benefits tracking, and executive reporting. Participants will learn how to distinguish inputs, activities, outputs, outcomes, impacts, and wider public value. They will develop measurement approaches that account for the uncertainty inherent in innovation while ensuring that public institutions can make credible judgments about effectiveness, efficiency, scalability, sustainability, and strategic contribution.

A central focus is benefits realization. Innovation initiatives frequently generate expected benefits that are not fully achieved because of weak implementation, insufficient adoption, capability gaps, organizational resistance, technology limitations, or unrealistic assumptions. Participants will learn how to define benefits clearly, assign ownership, establish realization pathways, identify dependencies, monitor leading and lagging indicators, and intervene when benefits are at risk. The course emphasizes benefits management as an active leadership discipline rather than a reporting exercise conducted after project completion.

The programme also examines how innovation measurement can support portfolio-level investment decisions. Government leaders need evidence to determine which initiatives should receive additional funding, which should be redesigned, which should be scaled, and which should be discontinued. Participants will explore innovation scorecards, portfolio dashboards, maturity measures, investment-performance indicators, cost-benefit analysis, public-value assessment, evidence thresholds, and comparative performance approaches.
