Course Introduction

Government employee performance review and development planning are essential to building capable, accountable, and high-performing public institutions. Effective performance management connects individual responsibilities with institutional objectives, establishes clear expectations, provides regular feedback, identifies development needs, and supports informed decisions about employee growth and organizational capability. This course provides a comprehensive practical framework for administering employee performance reviews and development planning within government institutions.

Performance management should be a continuous process rather than an annual administrative exercise. Participants will examine performance planning, objective setting, work expectations, competency requirements, monitoring, coaching, feedback, mid-cycle reviews, formal assessments, performance documentation, development planning, and follow-up. The programme emphasizes constructive performance conversations, evidence-based assessment, consistency, fairness, transparency, and employee participation.
