Course Introduction
Effective government delivery depends on governance arrangements that clearly connect strategic priorities, implementation responsibilities, resources, decisions, performance, and accountability. Without appropriate governance, programmes can suffer from unclear ownership, slow decisions, fragmented responsibilities, weak escalation, inadequate oversight, and poor coordination. This course equips public sector leaders and professionals with practical frameworks for establishing delivery governance that strengthens accountability while enabling timely and effective implementation.
Government delivery governance must balance oversight with execution. Excessive controls can slow implementation, while weak governance can allow risks, delays, cost pressures, and performance problems to grow unnoticed. Participants will learn how to design governance arrangements that provide the right level of scrutiny, authority, information, and decision-making at each level of delivery. The course examines governance structures, decision rights, escalation pathways, reporting requirements, assurance mechanisms, and performance reviews that support disciplined implementation.
Accountability is central to effective public sector delivery. It requires more than assigning names to activities; it involves establishing clear expectations, measurable results, decision responsibilities, evidence requirements, reporting obligations, and consequences for unresolved performance problems. Participants will learn how to distinguish accountability from responsibility and how to establish practical accountability frameworks across ministers, senior officials, departments, agencies, delivery units, programme teams, suppliers, and other stakeholders.
Major government programmes frequently involve multiple institutions and levels of administration. Delivery can therefore become fragmented when mandates overlap, information is not shared, dependencies are unmanaged, or decisions are delayed between organizations. Participants will explore mechanisms for cross-government governance, joint accountability, inter-agency coordination, portfolio oversight, delivery reviews, and escalation. The course emphasizes governance structures that facilitate collaboration without creating unnecessary bureaucracy or weakening individual accountability.
Digital transformation is also changing how delivery governance operates. Executive dashboards, integrated reporting platforms, workflow systems, analytics, automated controls, and artificial intelligence can improve transparency and enable leaders to identify delivery risks earlier. Participants will explore how these tools can strengthen governance while addressing emerging concerns around data quality, cybersecurity, privacy, algorithmic bias, explainability, automation, and human oversight. Particular attention will be given to ensuring that digital visibility translates into better decisions rather than simply generating more reporting.
By the end of the course, participants will be able to design and operate delivery governance systems that clarify authority, strengthen accountability, accelerate decisions, and improve implementation performance. They will gain practical tools for governance design, accountability mapping, decision rights, escalation, performance reporting, delivery reviews, assurance, risk oversight, and executive intervention. The course supports stronger institutional discipline while maintaining the flexibility needed to respond to complex and changing public sector delivery environments.

Comprehensive Course Outline
Module 1: Foundations of Government Delivery Governance
Understanding delivery governance as the system through which government institutions direct, oversee, coordinate, control, and account for implementation.
Distinguishing delivery governance from corporate governance, programme management, project management, operational management, political oversight, audit, and routine administration.
Examining common governance failures including unclear authority, excessive committees, weak accountability, delayed decisions, fragmented oversight, and ineffective escalation.
Establishing principles of effective delivery governance including clarity, proportionality, transparency, accountability, responsiveness, evidence, coordination, and public value.
Module 2: Governance Structures and Decision Rights
Designing governance structures that clearly separate strategic oversight, executive decision-making, programme management, operational delivery, assurance, and independent challenge.
Establishing decision-rights frameworks that specify who can approve, decide, recommend, escalate, implement, challenge, monitor, and validate important delivery decisions.
Determining appropriate governance forums, committees, working groups, delivery units, and executive reviews according to programme complexity, risk, scale, and strategic importance.
Preventing governance overload by eliminating unnecessary approval layers, duplicative committees, excessive reporting requirements, and unclear decision pathways.
Module 3: Accountability Frameworks and Ownership
Understanding accountability as an obligation to deliver agreed results, explain decisions, provide evidence, address problems, and respond to legitimate scrutiny.
Developing accountability matrices that connect government commitments, strategic objectives, milestones, performance indicators, responsible owners, supporting teams, and escalation responsibilities.
Managing shared accountability where outcomes depend on multiple institutions, programmes, suppliers, stakeholders, or levels of government working together.
Establishing accountability continuity when leadership changes, organizational structures are reorganized, responsibilities shift, or programmes move into operational management.
Module 4: Delivery Performance and Executive Oversight
Designing performance management systems that connect strategic priorities and programme objectives with measurable indicators, milestones, outcomes, risks, and accountability.
Developing executive dashboards that highlight delivery progress, performance gaps, risks, dependencies, decisions required, and areas requiring leadership intervention.
Establishing structured delivery reviews that focus on evidence, problem-solving, decisions, corrective action, accountability, and measurable progress rather than administrative reporting.
Applying exception-based oversight to concentrate senior leadership attention on critical deviations, emerging threats, unresolved bottlenecks, and underperforming priorities.
Module 5: Escalation, Intervention, and Decision-Making
Establishing clear escalation thresholds based on risk, performance deterioration, financial exposure, strategic importance, service impact, urgency, and inability to resolve problems at lower levels.
Designing escalation processes that provide decision-makers with concise evidence, root causes, response options, implications, recommended actions, and clear decisions required.
Managing executive interventions without undermining operational accountability, encouraging leaders to resolve problems while retaining appropriate responsibility for implementation.
