Course Introduction
Modern public institutions increasingly need to exchange trusted information across ministries, departments, agencies, local authorities, and approved external partners to deliver faster, simpler, and more coordinated services. Yet fragmented databases, incompatible systems, duplicated records, inconsistent data standards, and institutional silos often force citizens and businesses to provide the same information repeatedly. The Government Data Exchange, Interoperability and Once-Only Service Delivery Training Course equips public-sector professionals with advanced strategies for creating connected data ecosystems that support secure information exchange and once-only service delivery.
The course examines the once-only principle as a major public-service transformation approach in which government seeks to obtain information from citizens or businesses only when necessary and, where legally and operationally appropriate, reuses trusted information already held by authorized public institutions. Participants will explore the policy, organizational, legal, semantic, technical, and data-management foundations required to make this approach practical. Emphasis is placed on balancing service convenience with privacy, security, consent, accountability, and data-quality requirements.
Participants will develop an in-depth understanding of interoperability and government data exchange architectures. The programme covers APIs, data-sharing platforms, integration layers, authoritative registries, master data, common identifiers, metadata, data standards, event-driven exchange, secure authentication, authorization, and audit mechanisms. The programme also focuses on institutional and governance dimensions of data exchange.
