Course Introduction
Government institutions must continually decide how to achieve the greatest possible public outcomes from limited financial and operational resources. Cost-Effectiveness Analysis (CEA) provides a practical framework for comparing alternative government interventions based on the resources they require and the measurable outcomes they produce. This course equips public sector professionals with the concepts, analytical methods, and practical tools required to conduct, interpret, and communicate cost-effectiveness assessments for government programmes and investments.
Unlike cost-benefit analysis, which expresses both costs and benefits in monetary terms, cost-effectiveness analysis compares the costs of alternative interventions against outcomes measured in meaningful non-monetary units. These may include lives saved, students completing school, households gaining access to services, cases resolved, diseases prevented, response times reduced, beneficiaries reached, or other programme-specific results. Participants will learn when CEA is appropriate and how to select outcome measures that allow meaningful comparison between alternatives.
Government decisions rarely involve simple comparisons. Interventions may have different implementation periods, levels of uncertainty, population coverage, risks, quality standards, and distributional consequences. Participants will therefore learn how to define analytical perspectives, identify relevant costs, measure outcomes, establish appropriate time horizons, discount future values where appropriate, and account for uncertainty. The course also addresses incremental analysis, dominance, incremental cost-effectiveness ratios, sensitivity analysis, and scenario analysis.
A strong CEA depends on credible programme logic and reliable evidence. Participants will learn how to connect programme inputs and costs with outputs and outcomes, identify appropriate data sources, assess data quality, and avoid misleading comparisons. Particular emphasis will be placed on distinguishing average cost-effectiveness from incremental cost-effectiveness and understanding why a programme with a lower unit cost is not necessarily the most cost-effective alternative.
Cost-effectiveness findings must ultimately support public decisions. Participants will learn how to present analytical results to ministers, senior officials, finance authorities, programme managers, technical experts, and other stakeholders. The course also examines how cost-effectiveness evidence can inform budgeting, investment appraisal, programme prioritization, resource allocation, procurement choices, service delivery models, and programme redesign.
Digital technologies can improve the speed and depth of CEA. Integrated administrative data, financial systems, performance dashboards, statistical tools, predictive analytics, scenario modelling, and artificial intelligence can support cost and outcome analysis. Participants will explore responsible use of these technologies while considering data quality, privacy, interoperability, cybersecurity, algorithmic bias, explainability, model uncertainty, and human oversight.
By the end of the course, participants will be able to structure and conduct practical cost-effectiveness analyses for government programmes and investments. They will understand how to define alternatives, measure costs and outcomes, calculate and interpret incremental cost-effectiveness, test uncertainty, assess distributional considerations, and translate findings into sound policy and resource-allocation recommendations.
