Course Introduction

Government Communication for E-Government Adoption is designed to equip public-sector communication, digital transformation and citizen engagement professionals with the strategic capabilities required to increase awareness, understanding, trust and sustained use of digital government services. The course treats adoption as a behavioural, service and communication challenge rather than simply a technology implementation exercise.

Successful e-government adoption depends on citizens understanding what services are available, why they matter, how to access them, what information is required, and why digital channels can be trusted. Participants will learn how to develop communication strategies that reduce uncertainty, explain digital service journeys clearly, address practical barriers and demonstrate the value of online government interactions to different citizen and stakeholder groups.

The programme examines audience intelligence, behavioural communication, service-user research, stakeholder mapping, digital literacy, accessibility and channel strategy. Participants learn how to identify adoption barriers such as lack of awareness, limited digital skills, poor connectivity, distrust, complicated processes, privacy concerns and negative previous experiences, then design targeted communication interventions that support citizens throughout the adoption journey.

Artificial intelligence is incorporated as a practical capability for e-government communication intelligence and optimisation. Participants explore how generative AI, natural language processing, sentiment analysis, topic modelling, social listening, predictive analytics and automation can support citizen research, content development, service explanation, feedback analysis and adoption monitoring. Particular emphasis is placed on privacy, data protection, source validation, accessibility, bias and human oversight.

The course also addresses difficult adoption environments involving service outages, cybersecurity concerns, misinformation, exclusion, low public confidence, resistance to digital change and rapidly evolving government platforms. Participants develop practical approaches for explaining service disruptions, communicating safeguards, supporting vulnerable users, correcting misleading information and maintaining confidence throughout digital transformation.

By the end of the course, participants will be able to develop integrated e-government adoption communication strategies that connect digital service design, citizen needs, public information, behavioural engagement and measurable adoption outcomes.
