Course Introduction

Government Communication during Fiscal Consolidation is designed to equip public-sector communication professionals, senior officials and policy teams with the strategic capabilities required to communicate difficult fiscal decisions clearly, credibly and responsibly. The course focuses on explaining fiscal consolidation measures while maintaining public understanding, institutional confidence and constructive stakeholder relationships.

Fiscal consolidation often involves politically and socially sensitive decisions, including expenditure restraint, revenue measures, subsidy reforms, public-sector efficiency initiatives, changes to government programmes and prioritisation of scarce resources. Participants will learn how to communicate these measures in ways that explain the fiscal context, demonstrate the rationale for decisions, acknowledge legitimate concerns and connect short-term adjustments with longer-term economic and public-policy objectives.

The programme explores how communication teams can translate complex fiscal information into accessible public narratives without oversimplifying economic realities or making unsupported claims. Participants will examine budget information, fiscal indicators, expenditure priorities, debt considerations, programme performance and distributional impacts to develop evidence-led messages for citizens, media, businesses, civil society, investors and other stakeholders.

Artificial intelligence is incorporated as a practical capability for fiscal communication intelligence and workflow optimisation. Participants explore how AI can support analysis of budget documents, stakeholder concerns, media narratives, public sentiment, policy explanations, scenario modelling, briefing preparation and content adaptation. Strong emphasis is placed on source verification, confidentiality, data protection, transparency, human judgement and responsible use of AI in sensitive public communication.

Particular attention is given to communicating unpopular measures, uncertainty, trade-offs, implementation changes and distributional effects. Participants develop approaches for preparing leaders, responding to difficult questions, managing misinformation, addressing competing narratives and explaining corrective action when fiscal consolidation affects public services or household and business expectations.

By the end of the course, participants will be able to develop integrated fiscal communication strategies that connect economic evidence, government priorities, public accountability and citizen concerns. They will be better prepared to communicate difficult fiscal choices with discipline, empathy and transparency while strengthening institutional credibility and supporting informed public understanding.
