Course Introduction
Government institutions increasingly need to work through coalitions that bring together ministries, departments, agencies, local authorities, communities, professional bodies, development partners, civil society, private-sector organizations, and other stakeholders around shared public priorities. Effective coalition building enables diverse actors to combine capabilities and influence, but differences in mandates, interests, resources, incentives, authority, and expectations can make consensus difficult to achieve.
Government Coalition Building and Consensus Management Training Course provides practical frameworks for creating, strengthening, managing, and sustaining effective public-sector coalitions. Participants will learn how to identify potential coalition members, assess stakeholder interests and influence, establish shared objectives, build trust, negotiate differences, manage competing priorities, and create governance arrangements that support collective action without compromising legitimate institutional responsibilities.
The programme explores the complete coalition lifecycle, from stakeholder identification and coalition formation through relationship building, agenda setting, consensus development, joint decision-making, implementation, performance review, conflict management, renewal, and exit. Participants will use practical tools for stakeholder mapping, coalition analysis, interest assessment, influence mapping, consensus testing, negotiation, facilitation, joint planning, commitment tracking, and coalition performance measurement.
Consensus management requires more than achieving agreement in a meeting. Participants will learn how to distinguish genuine alignment from superficial agreement, identify unresolved concerns, manage dissent constructively, negotiate trade-offs, and develop decisions that stakeholders can realistically support and implement. The course also addresses power imbalances, institutional politics, competing narratives, trust deficits, stakeholder fatigue, communication challenges, and the risk that dominant participants may overshadow less powerful but important voices.
The course incorporates emerging issues affecting government coalitions, including digital collaboration, social media, misinformation, artificial intelligence, participatory governance, citizen engagement, crisis coalitions, climate action networks, and multi-sector innovation ecosystems. Participants will examine how digital platforms can expand participation and coordination while also creating new challenges involving information integrity, privacy, polarization, cybersecurity, digital exclusion, algorithmic influence, and rapidly changing stakeholder expectations.
