Course Introduction
Government archives preserve records that provide enduring evidence of public decisions, policies, programmes, transactions, institutional activities, and national memory. Effective archival management ensures that records of continuing value remain authentic, protected, discoverable, and accessible to authorized users over the long term. This course provides a practical framework for strengthening government archives preservation and information-access systems across ministries, departments, agencies, local authorities, and public institutions.
Public archives contain administrative, legal, financial, historical, policy, cultural, technical, and institutional records that may be required for accountability, research, public information, legal evidence, policy development, and organizational learning. Without appropriate appraisal, preservation, description, storage, and access controls, valuable records may deteriorate, become inaccessible, lose their context, or remain hidden within poorly organized repositories. Participants will learn practical methods for identifying archival value, preparing records for transfer, organizing collections, preserving materials, and improving information discovery.
The programme examines the archival lifecycle from records appraisal and selection through transfer, accessioning, arrangement, description, classification, preservation, storage, access, reference services, digitization, and authorized disposition. Participants will explore archival inventories, accession registers, finding aids, descriptive standards, metadata, classification systems, preservation plans, conservation procedures, access policies, reference registers, and user-service systems. Emphasis will be placed on maintaining provenance, original context, authenticity, integrity, and reliable documentation throughout archival custody.
Digital transformation has significantly expanded the scope and complexity of government archives. Born-digital records, electronic documents, databases, email, websites, social-media content, audiovisual files, geographic information, cloud repositories, and records generated by automated systems all require specialized preservation approaches. Participants will examine digital preservation strategies involving format sustainability, metadata, integrity verification, migration, emulation, redundant storage, trusted repositories, and technology continuity. Emerging applications of artificial intelligence, automated description, intelligent search, digital preservation monitoring, and machine-assisted appraisal will also be considered.
Archives must balance public information access with legal, ethical, security, privacy, confidentiality, and records-management requirements. Participants will learn how to develop access policies, restrictions, redaction procedures, reference services, disclosure controls, user-registration systems, digitized collections, and secure information-delivery mechanisms. Particular attention will be given to sensitive personal information, restricted government records, legal holds, classified or confidential materials, copyright, data protection, and responsible release of archival information.
By the end of the programme, participants will be able to establish stronger archival preservation and access systems, conduct appraisal and accessioning, organize and describe collections, implement physical and digital preservation measures, improve discovery and reference services, and manage access restrictions responsibly. The training is designed to strengthen institutional memory, protect government evidence, support transparency and research, improve information availability, and ensure that valuable public records remain accessible and usable for future generations.
