Introduction

This course equips professionals with a deep understanding of governance systems, policy design, and the growing role of public-private partnerships (PPPs) in driving national development, innovation, and service delivery. It explores the dynamic interplay between public institutions, the private sector, and civil society, while integrating emerging global challenges such as climate change, digital governance, and inclusive policy-making. Practical case studies from infrastructure, health, technology, and urban development contexts will be used to demonstrate real-world collaboration models and best practices.

Day 1: Foundations of Governance and Policy-Making

  • Concepts of governance: good governance, accountability, transparency
  • Structures of public administration and decentralization
  • Policy cycle: design, implementation, monitoring, and review
  • Institutional frameworks for policy development
  • Ethics and anti-corruption mechanisms in governance

Day 2: Public-Private Collaboration Frameworks

  • Introduction to PPPs: types, models, and structures
  • Legal and regulatory considerations for PPPs
  • Risk allocation and financial arrangements in collaboration
  • Roles of international development partners and NGOs
  • PPPs in infrastructure, health, education, and smart cities

Day 3: Stakeholder Engagement and Consensus Building

  • Identifying and mapping stakeholders
  • Participatory policy-making and inclusive governance
  • Public consultations and feedback mechanisms
  • Managing conflicts and building consensus
  • Civic tech and digital tools for engagement

Day 4: Innovation, Sustainability, and Digital Governance

  • Leveraging technology in governance and collaboration
  • Digital transformation of public services
  • Sustainability and ESG in public-private projects
  • Data governance, privacy, and public trust
  • Emerging PPP trends in climate adaptation, clean energy, and smart infrastructure

Day 5: Governance for Resilience and Future Readiness

  • Adaptive governance in times of crisis (e.g., pandemics, disasters)
  • Resilience planning in policy and project implementation
  • Monitoring and evaluating collaborative projects
  • Global case studies: successful and failed PPPs
  • Action planning: developing a PPP or policy initiative in your context

Training Venue
