Course Introduction

Artificial Intelligence (AI) and Information and Communication Technologies (ICT) are transforming governance, business, and society. However, their rapid adoption has raised critical questions around ethics, regulation, and accountability. International bodies such as the OECD, UNESCO, and the European Union (EU) have introduced governance frameworks to guide responsible AI and ICT development, deployment, and oversight. This course provides an in-depth understanding of these global standards and their application.

The program emphasizes how these frameworks promote fairness, transparency, accountability, and inclusivity in AI and ICT systems. Participants will explore how principles developed by international organizations are shaping national policies and corporate governance across the globe.

By analyzing OECD principles, UNESCO recommendations, and EU regulations such as the AI Act, participants will gain the tools to evaluate compliance and integrate international standards into organizational and national strategies. Special attention will be paid to the practical implementation of these standards across diverse sectors.

The course also examines emerging issues, including cross-border governance, digital human rights, sustainability, and the ethical challenges posed by generative AI. Participants will explore how global frameworks are evolving to address new risks while ensuring opportunities for innovation.

Interactive sessions, real-world case studies, and simulation exercises will prepare participants to critically assess how standards can be operationalized in policy, law, and corporate environments. They will also learn to anticipate future developments in AI and ICT regulation.

Ultimately, the course equips participants to become global leaders in responsible digital governance. By mastering international standards, they will be prepared to harmonize local policies with global expectations, ensuring accountability, inclusivity, and ethical integrity in AI and ICT practices.
