Course Introduction

Social protection programs play a vital role in reducing poverty, inequality, and vulnerability by ensuring that essential services and resources reach the most at-risk populations. GIS provides powerful tools to spatially analyze and improve the targeting, delivery, and monitoring of these programs.

In many countries, social protection systems face challenges related to inclusion, data accuracy, resource allocation, and geographic coverage. GIS helps to identify vulnerable populations, map service gaps, and improve efficiency in the distribution of social welfare services and humanitarian assistance.

This course introduces participants to the use of GIS in social protection planning and implementation. It focuses on how spatial data can be used to identify beneficiaries, map service delivery points, and analyze accessibility to social programs such as cash transfers, food aid, and health support services.

Participants will learn how to integrate demographic, socioeconomic, and geographic datasets to design more effective and equitable social protection systems. The training emphasizes practical applications including poverty mapping, vulnerability assessment, and beneficiary targeting.

The course also explores advanced geospatial techniques such as spatial statistics, predictive vulnerability modeling, and real-time monitoring of social programs. These methods help governments and development organizations improve transparency, accountability, and impact measurement.

By the end of the course, participants will be able to design and manage GIS-based social protection systems that enhance targeting accuracy, improve service delivery, and support evidence-based policymaking for vulnerable populations.
