Course Introduction

This GIS for Development Program Planning and Evaluation Training Course is designed to equip development practitioners, planners, and analysts with advanced geospatial skills for effective program design, implementation, and impact evaluation. The course focuses on integrating GIS into development workflows to enhance evidence-based planning, monitoring, and evaluation of projects across sectors such as health, education, agriculture, infrastructure, and governance. Participants will learn how spatial data improves transparency, accountability, and efficiency in development interventions.

The course provides a strong foundation in spatial data analysis techniques that support development planning at local, national, and regional levels. Learners will explore how GIS can be used to identify development gaps, map service delivery coverage, and analyze population needs. Emphasis is placed on translating spatial insights into actionable development strategies that improve resource allocation and policy targeting for maximum social impact.

Participants will gain hands-on experience with modern GIS tools used in monitoring and evaluation frameworks, including spatial indicators, performance mapping, and dashboard development. The training highlights how geospatial technologies can track project progress over time, assess intervention effectiveness, and support adaptive management in dynamic development environments. Real-world case studies demonstrate how GIS enhances donor reporting and results-based management systems.

The course also emphasizes integration of GIS with development data systems such as M&E databases, statistical platforms, and digital reporting tools. Learners will understand how spatial data enhances baseline surveys, impact assessments, and program evaluations. Special attention is given to data quality, indicator design, and spatial accuracy to ensure reliable and credible evaluation outcomes.

A key focus of the training is participatory development planning using GIS, enabling stakeholders and communities to engage in spatial decision-making processes. Participants will learn how to incorporate community mapping, participatory GIS, and crowd-sourced data into development planning frameworks. This ensures inclusive, transparent, and locally informed development interventions.

Finally, the program introduces advanced spatial analytics techniques including predictive modeling, geospatial AI, and cloud-based GIS systems for development evaluation. Participants will engage in practical exercises and project simulations that replicate real-world development scenarios. By the end of the course, learners will be able to design, implement, and evaluate development programs using powerful GIS-driven insights.
