Course Introduction

Gender-smart Monitoring, Evaluation, Reporting, and Learning (MERL) systems are essential for ensuring that development programs accurately capture how interventions affect women, men, girls, and boys differently. Traditional M&E systems often overlook gender dynamics, leading to incomplete or biased insights. This course provides a comprehensive framework for integrating gender perspectives into MERL systems.

As development programs expand across sectors such as health, education, governance, and economic empowerment, the need for evidence-based decision-making has become more critical. However, without gender-responsive data systems, program outcomes may fail to reflect real equity impacts. This course addresses these gaps by strengthening inclusive measurement approaches.

A key focus of the program is designing monitoring systems that capture gender-disaggregated data and reveal inequalities in access, participation, and outcomes.
