Course Introduction

Gender-responsive taxation is an emerging policy approach that ensures tax systems are equitable, inclusive, and sensitive to the different economic realities faced by women, men, and marginalized groups. This course provides a comprehensive understanding of how tax policy can promote gender equality and inclusive development.

The program explores the intersection between taxation, gender equity, and social inclusion, highlighting how tax policies can unintentionally create disparities or, when properly designed, reduce inequality and improve access to economic opportunities.

A key focus of the course is inclusive revenue systems, where participants examine how tax structures, exemptions, incentives, and compliance mechanisms can be designed to support vulnerable populations and promote equitable economic participation.

The course also addresses gender biases embedded in tax systems, including indirect taxation, consumption taxes, and informal sector taxation, and how these impact women-led businesses and low-income households differently.

In addition, the program examines global best practices in gender-responsive budgeting and fiscal policy design, including tools used by governments and international organizations to integrate gender perspectives into revenue systems.

By the end of the course, participants will be equipped with practical skills to design, implement, and evaluate gender-responsive tax policies and inclusive revenue systems that promote fairness and sustainable development.
