Course Introduction

Gender-responsive governance is a critical pillar for achieving inclusive, equitable, and sustainable public sector development. This course equips participants with the knowledge and practical tools needed to integrate gender equality principles into governance systems, leadership practices, and public sector decision-making processes.

Public institutions often reflect and reinforce existing gender inequalities unless deliberate measures are taken to promote inclusion. This course examines how governance structures, policies, and leadership approaches can either advance or hinder gender equality outcomes in society.

Participants will explore frameworks for gender mainstreaming in public administration, focusing on planning, budgeting, service delivery, and accountability systems. The course emphasizes practical implementation strategies that strengthen institutional responsiveness to diverse gender needs.

The training also highlights leadership competencies required to drive transformation in public sector institutions, including ethical leadership, participatory governance, and results-based management approaches that prioritize equity and inclusion.

Emerging global issues such as governance innovation, digital public service delivery, transparency reforms, and inclusive policymaking are analyzed through a gender lens. This ensures participants are prepared for modern governance challenges in dynamic environments.

By the end of the course, participants will be able to design, implement, and evaluate gender-responsive governance systems that improve public service delivery, strengthen accountability, and promote inclusive leadership in the public sector.
