Course Introduction

Gender-Responsive Budgeting and Public Finance Course is designed to equip policymakers, finance professionals, planners, development practitioners, and public sector managers with the knowledge and practical skills required to integrate gender perspectives into public financial management systems. Governments and institutions worldwide are increasingly recognizing that budgets are not gender-neutral and that public resource allocation decisions can have different impacts on women, men, girls, and boys. This course provides participants with the tools needed to analyze, design, implement, and evaluate budgets that contribute to gender equality and inclusive development outcomes.

Public finance plays a critical role in advancing social equity, economic growth, and sustainable development. Through strategic allocation of resources, governments can address gender disparities, improve access to essential services, and create opportunities for marginalized populations. This course explores the principles of gender-responsive budgeting (GRB) and demonstrates how budgeting processes can be leveraged to promote fairness, accountability, and improved development effectiveness. Participants will gain practical insights into integrating gender considerations throughout the budget cycle.

The course examines the relationship between gender equality, fiscal policy, taxation, public expenditure, and development planning. Participants will learn how public finance decisions influence social and economic outcomes and how gender-responsive budgeting can help ensure that public resources address the diverse needs of citizens. Through practical exercises and case studies, learners will strengthen their ability to identify gender gaps in resource allocation and develop strategies that support equitable service delivery and development outcomes.

Effective gender-responsive budgeting requires collaboration between finance ministries, planning agencies, sector departments, oversight institutions, civil society organizations, and development partners. This course explores institutional arrangements, governance mechanisms, and stakeholder engagement approaches that facilitate successful GRB implementation. Participants will learn how to mainstream gender into public finance frameworks while aligning budgeting processes with national development priorities and international commitments.

The course also addresses emerging issues influencing public finance management, including digital government systems, climate-responsive budgeting, social protection financing, performance-based budgeting, gender-responsive procurement, and data-driven decision-making. Participants will examine innovative approaches that strengthen transparency, accountability, and fiscal responsiveness while promoting inclusion and sustainable development goals. Special emphasis is placed on evidence-based budgeting and measurable gender outcomes.

By the end of the course, participants will be able to conduct gender budget analyses, develop gender-responsive budget proposals, establish monitoring frameworks, and assess the impact of public expenditures on gender equality objectives. They will be equipped to support institutions in creating more inclusive budgeting systems that contribute to equitable development, efficient resource utilization, and improved public sector performance.
