Course Introduction
Infrastructure and urban development play a critical role in shaping economic growth, social inclusion, environmental sustainability, and quality of life. However, infrastructure projects and urban planning processes often fail to adequately consider the diverse needs, priorities, and experiences of women, men, girls, boys, persons with disabilities, older persons, and other marginalized groups. Gender-responsive infrastructure and urban development ensure that transport systems, housing, public spaces, utilities, digital infrastructure, and essential services are designed, implemented, and managed in ways that promote safety, accessibility, equity, and equal opportunities. This comprehensive training course equips participants with advanced knowledge and practical skills to integrate gender perspectives into infrastructure planning, urban development, and public investment programmes.
Gender-responsive infrastructure goes beyond physical construction by addressing access, affordability, safety, mobility, participation, employment opportunities, environmental sustainability, and social inclusion. Participants will gain practical competencies in gender analysis, inclusive urban planning, infrastructure policy development, stakeholder engagement, project management, environmental and social safeguards, monitoring and evaluation, and institutional capacity strengthening. The course emphasizes evidence-based planning approaches that reduce inequalities, enhance community participation, and maximize the socioeconomic benefits of infrastructure investments.
The programme aligns with internationally recognized frameworks including the Sustainable Development Goals (SDGs), the New Urban Agenda, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the Sendai Framework for Disaster Risk Reduction, the Paris Agreement on Climate Change, Environmental and Social Frameworks of major development institutions, and national urban development and infrastructure policies. Participants will explore how these frameworks support gender-responsive governance, resilient cities, inclusive public services, and sustainable infrastructure development.
Participants will strengthen their expertise in gender-responsive urban planning, infrastructure project design, social impact assessment, participatory planning, inclusive budgeting, procurement, policy formulation, project monitoring, and institutional reform. Through practical case studies, urban planning simulations, infrastructure design exercises, stakeholder consultations, and collaborative learning, participants will develop actionable strategies for delivering infrastructure projects that improve accessibility, economic inclusion, public safety, environmental resilience, and social well-being for all members of society.
The course also explores emerging issues influencing urban development, including smart cities, artificial intelligence in urban management, digital infrastructure, climate-resilient cities, green infrastructure, nature-based solutions, gender-responsive public transport, affordable housing, urban informality, disaster-resilient infrastructure, inclusive mobility systems, environmental, social and governance (ESG) principles, urban data analytics, circular economy approaches, and citizen-centered urban governance. Participants will learn practical methods for integrating these innovations into infrastructure planning while ensuring equitable access and sustainable urban development.
