Introduction

Gender considerations have increasingly become central to the effectiveness, accountability, and ethical grounding of humanitarian and development interventions. Yet, despite global commitments, many coordination structures still struggle to systematically integrate gender responsiveness into planning, implementation, monitoring, and policy discussions. This course provides a comprehensive foundation for understanding how gender dynamics influence humanitarian and development outcomes, and why strong coordination mechanisms are essential for equitable results.

Humanitarian crises whether driven by conflict, climate change, pandemics, or displacement disproportionately affect women, men, girls, and boys in different ways. Without coordinated, gender-sensitive action, response efforts risk deepening inequalities instead of alleviating them. This training equips participants with the analytical skills to identify gender gaps, assess risks, and align interventions with international standards such as the IASC Gender Policy, CEDAW, and the Gender-Based Violence AoR frameworks.

In development settings, coordination is equally crucial. Fragmented approaches often lead to duplication, inefficiency, and limited impact. Participants will explore how gender can be effectively mainstreamed within development plans, sector working groups, national strategies, donor coordination platforms, and inter-agency mechanisms. Real-world case studies will illustrate how joint action leads to sustainable and inclusive development outcomes.

The course goes beyond theory by emphasizing practical tools and frameworks used by humanitarian clusters and development coordination bodies. Participants will learn how to conduct gender analysis in emergency settings, integrate gender into cluster and sectoral planning, participate meaningfully in coordination meetings, and influence policy through evidence-based advocacy.

Emerging issues such as climate-related displacement, digital technologies in coordination, gendered data governance, and localization of aid will be covered to prepare participants for the evolving global landscape. Special focus will be given to the role of women-led organizations and youth networks, whose contributions remain under-recognized yet vital for coordinated response and long-term resilience.

By the end of the course, participants will be equipped to strengthen coordination mechanisms, foster inclusive decision-making, and drive more accountable, transparent, and gender-responsive humanitarian and development programming.
