Course Introduction

SGender-responsive governance and inclusive public policy have become fundamental drivers of sustainable development, democratic accountability, and effective public service delivery. Governments, development organizations, civil society institutions, and private sector entities are increasingly expected to integrate gender equality into governance systems, legislative processes, policy formulation, budgeting, and institutional leadership. This comprehensive training course equips participants with advanced knowledge and practical skills to lead gender-responsive governance reforms and develop inclusive public policies that promote equity, accountability, and social justice.

Effective governance requires institutions that recognize and respond to the diverse needs, priorities, and experiences of women, men, girls, boys, and marginalized populations. Gender-responsive governance strengthens transparency, participation, representation, accountability, and equitable access to public resources and services. Participants will explore practical approaches for integrating gender perspectives into policy development, legislative processes, institutional planning, strategic leadership, and decision-making to enhance organizational effectiveness and national development outcomes.

The course examines internationally recognized frameworks including the Sustainable Development Goals (SDGs), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), Beijing Platform for Action, African Union Agenda 2063, national constitutions, and public sector governance standards. Participants will gain practical understanding of how these frameworks influence institutional reforms, public administration, political participation, and policy implementation across diverse governance contexts.

Special emphasis is placed on leadership development for gender-responsive governance. Participants will strengthen competencies in strategic leadership, stakeholder engagement, policy advocacy, public participation, institutional reform, ethical governance, and evidence-based policymaking. Through practical case studies, simulations, policy analysis exercises, and collaborative discussions, participants will acquire the skills necessary to influence policy decisions and strengthen institutional capacity for gender equality and inclusive governance.

The programme also explores emerging governance challenges including digital government, artificial intelligence in policymaking, climate governance, disability inclusion, youth participation, social accountability, anti-corruption initiatives, conflict-sensitive governance, and gender-responsive public finance. Participants will learn practical strategies for addressing these evolving issues while ensuring that governance systems remain transparent, inclusive, resilient, and responsive to citizens' needs.
