Course Introduction

The rapid expansion of digital technologies has transformed communication, governance, commerce, education, healthcare, financial services, and civic participation. While digital transformation has created unprecedented opportunities for economic growth and social development, it has also exposed individuals and communities to new forms of exclusion, discrimination, surveillance, cyber threats, misinformation, and violations of digital rights. Women, girls, persons with disabilities, youth, indigenous communities, and other marginalized populations often experience disproportionate barriers to accessing digital technologies and exercising their digital rights safely and equitably. This comprehensive training course equips participants with advanced knowledge and practical skills to integrate gender perspectives into digital rights governance, policy development, cybersecurity, and digital inclusion initiatives.

Gender-responsive digital rights governance extends beyond internet access by promoting privacy, freedom of expression, online safety, equitable access to digital opportunities, responsible technology governance, and protection from digital discrimination and online violence. Participants will develop practical competencies in digital rights frameworks, gender analysis, digital governance, cybersecurity, data protection, online safety, policy advocacy, stakeholder engagement, institutional reform, and monitoring and evaluation. The course emphasizes evidence-based strategies that strengthen inclusive digital ecosystems while protecting fundamental rights, promoting accountability, and fostering ethical digital innovation.

The programme aligns with internationally recognized frameworks including the Sustainable Development Goals (SDGs), the Universal Declaration of Human Rights, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the African Union Convention on Cyber Security and Personal Data Protection, the UNESCO Recommendation on the Ethics of Artificial Intelligence, International Telecommunication Union (ITU) digital inclusion strategies, and emerging global digital governance frameworks. Participants will examine how these standards guide digital rights protection, gender equality, online safety, digital governance, and equitable participation in the digital economy.

Participants will strengthen their expertise in digital rights policy development, gender-responsive digital governance, cyber risk management, online safety strategies, digital inclusion programme design, regulatory compliance, digital literacy, institutional capacity building, stakeholder consultation, and impact evaluation. Through practical case studies, simulations, policy development exercises, digital risk assessments, technology demonstrations, and collaborative learning, participants will gain practical tools for strengthening digital rights while advancing gender equality and responsible digital transformation.

The course also explores emerging issues shaping digital rights, including artificial intelligence governance, algorithmic bias, biometric technologies, digital identity systems, facial recognition, online gender-based violence, deepfakes, synthetic media, misinformation, children's digital rights, cross-border data governance, blockchain, digital financial inclusion, platform accountability, cybersecurity resilience, internet governance, and ethical innovation.
