Course Introduction
Digital technologies have transformed how people access education, healthcare, financial services, employment, governance, and social opportunities. However, significant digital divides continue to exist, particularly affecting women, girls, persons with disabilities, rural populations, older persons, and other marginalized communities. Barriers such as limited digital literacy, inadequate infrastructure, affordability challenges, online safety concerns, and unequal access to digital devices continue to widen social and economic inequalities. This comprehensive training course equips participants with advanced knowledge and practical skills to design, implement, and evaluate gender-responsive digital inclusion initiatives that promote equitable access to technology and digital opportunities for all.
Gender-responsive digital inclusion goes beyond expanding internet connectivity by addressing systemic inequalities in digital access, participation, innovation, leadership, entrepreneurship, cybersecurity, and digital governance. Participants will gain practical competencies in gender analysis, digital policy development, inclusive technology planning, stakeholder engagement, digital literacy programme design, monitoring and evaluation, data governance, and institutional capacity strengthening. The course emphasizes evidence-based approaches that ensure digital transformation benefits every member of society while promoting inclusion, innovation, and sustainable development.
The programme aligns with internationally recognized frameworks including the Sustainable Development Goals (SDGs), the United Nations Secretary-General's Roadmap for Digital Cooperation, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), UNESCO digital literacy frameworks, International Telecommunication Union (ITU) digital inclusion strategies, the African Union Digital Transformation Strategy, and Environmental, Social and Governance (ESG) principles. Participants will examine how these frameworks guide inclusive digital policy, equitable technology access, responsible innovation, and digital rights protection.
