Course Introduction
The Fiscal Risk Identification, Quantification, and Management Training Course is designed to help governments and public institutions understand, anticipate, and manage the financial risks that threaten budget stability and long-term fiscal sustainability. With rising public debt, volatile revenues, and increasing contingent liabilities, fiscal risk management has become a core function of modern public financial governance.
This course provides participants with a structured framework for identifying the wide range of fiscal risks that arise from macroeconomic shocks, state-owned enterprises, public–private partnerships, natural disasters, and policy decisions. Participants will learn how unrecognized risks can quickly turn into large budgetary pressures and fiscal crises.
Participants will develop practical skills in measuring and quantifying fiscal risks using analytical tools such as sensitivity analysis, scenario modeling, and stress testing. These techniques enable decision-makers to estimate the potential impact of risks on budgets, debt levels, and government balance sheets.
The training also emphasizes how fiscal risk information should be integrated into budgeting, medium-term fiscal frameworks, and debt management strategies. Participants will learn how transparent risk reporting and disciplined mitigation planning improve fiscal credibility and investor confidence.
Emerging challenges such as climate-related fiscal risks, financial sector instability, and growing use of guarantees and public–private partnerships are fully embedded in the course. These modern risks require new approaches to data collection, modeling, and institutional coordination.
By the end of the course, participants will be able to design and implement comprehensive fiscal risk management frameworks that protect public finances, support sustainable borrowing, and ensure that governments remain resilient in the face of economic and financial shocks.
