Introduction

International Public Sector Accounting Standards (IPSAS) have become essential in promoting transparency, accountability, and comparability in public sector financial reporting. This course provides participants with comprehensive knowledge of IPSAS frameworks, financial statement preparation requirements, and disclosure standards that strengthen credibility in financial reporting processes. Participants will learn how IPSAS enhances financial discipline, improves transparency, and supports evidence-based decision-making in public institutions.

As governments and public institutions adopt accrual-based accounting systems, professionals must understand the principles, structure, and application of IPSAS standards. This course equips participants with practical skills in preparing financial statements aligned with international reporting standards, ensuring consistency, reliability, and compliance with regulatory requirements. Emphasis is placed on strengthening financial accountability and improving quality of financial information.

Participants will explore key IPSAS concepts including revenue recognition, asset valuation, liability measurement, financial statement presentation, and disclosure requirements. The course provides practical guidance on transitioning from cash-based accounting systems to accrual-based frameworks that improve financial reporting quality and enhance institutional credibility.

The program integrates emerging issues such as digital financial reporting systems, public sector financial reforms, audit readiness, and financial data transparency. Participants will gain knowledge on how financial reporting standards support fiscal discipline, strengthen governance systems, and improve public trust in financial management processes.

Effective financial reporting requires strong technical competencies in accounting standards interpretation, financial statement preparation, and compliance verification. This course introduces practical tools, templates, and case studies that enable participants to apply IPSAS requirements effectively within public institutions and donor-funded programs.

By the end of the training, participants will be equipped with advanced skills to prepare IPSAS-compliant financial statements, improve financial disclosure quality, strengthen accountability mechanisms, and enhance institutional capacity for transparent financial management and reporting excellence.
