Introduction

Evaluating humanitarian assistance and disaster recovery programs is critical for ensuring accountability, effectiveness, and learning in contexts where lives and livelihoods are at stake. This course is designed to equip professionals with the technical, analytical, and ethical skills to plan, conduct, and manage evaluations in complex humanitarian and post-disaster environments.

Participants will explore how evaluation frameworks and methodologies can be applied to rapidly changing, high-stress contexts where data is scarce, time is limited, and multiple stakeholders are involved. The course emphasizes balancing accountability to donors with learning for program improvement and community resilience-building.

Through practical, real-world case studies, participants will learn to design context-sensitive evaluations that capture both immediate relief outcomes and long-term recovery impacts. It integrates global standards and guidelines, such as the OECD-DAC criteria and the Core Humanitarian Standard (CHS), to ensure professional and ethical rigor in evaluation practice.

The training also examines the challenges of working in humanitarian crises such as displacement, conflict, and natural disasters and explores adaptive evaluation approaches suitable for these complex environments. Special attention is given to participatory and inclusive methods that elevate affected communities’ voices in evaluation processes.

Participants will gain hands-on experience with tools for data collection, analysis, and reporting in crisis contexts, including mobile data systems, mixed-methods evaluation design, and remote assessment technologies. These skills are critical for producing timely, actionable, and credible evaluation findings that inform recovery strategies and policy decisions.

By the end of the program, participants will be able to design and implement high-quality evaluations that enhance accountability, improve coordination, and contribute to the effectiveness and sustainability of humanitarian and disaster recovery programs worldwide.
