Introduction

Governance, transparency, and accountability are the cornerstones of sustainable development and good public administration. In recent years, governments, international organizations, and civil society have placed greater emphasis on evaluating the effectiveness of governance and anti-corruption initiatives to ensure ethical leadership, public trust, and efficient use of resources. This course is designed to provide participants with the technical and analytical skills needed to evaluate governance and anti-corruption programs using evidence-based methodologies.

Participants will explore key governance frameworks, principles of transparency, and anti-corruption mechanisms that shape public sector reform and institutional integrity. The course integrates theoretical knowledge with practical tools for designing and implementing monitoring and evaluation (M&E) systems tailored to governance interventions. By combining data analytics, case studies, and field-based examples, participants will learn to assess the relevance, effectiveness, efficiency, impact, and sustainability of governance programs.

A strong focus will be placed on developing performance indicators for transparency, accountability, and integrity measures. Participants will gain expertise in measuring outcomes related to citizen participation, rule of law, access to information, and institutional performance. They will also explore how to evaluate the impact of anti-corruption strategies such as whistleblower protection, procurement oversight, ethics training, and open government initiatives.

The course emphasizes participatory and inclusive approaches in governance evaluations, recognizing that stakeholder engagement is critical for meaningful reform. Participants will learn to integrate gender equality, human rights, and social inclusion perspectives into governance M&E frameworks. The training also covers emerging digital tools and technologies that enhance data collection, analysis, and dissemination in governance evaluation.

In addition, the course delves into the use of mixed methods, theory-based evaluation, and impact assessment techniques to generate actionable insights for policy improvement. Participants will learn how to communicate findings to decision-makers, development partners, and the public to foster accountability and transparency.

Ultimately, this training will equip participants with the knowledge and tools to strengthen institutional governance systems, evaluate anti-corruption interventions, and contribute to policy coherence and ethical governance. Graduates will emerge as strategic leaders capable of promoting transparency, good governance, and sustainable public service delivery.
