Introduction

Gender equality and inclusive development have become cornerstones of sustainable progress, influencing how governments, international organizations, and NGOs design and evaluate their policies and programs. Evaluating gender mainstreaming and inclusion initiatives requires a deep understanding of how systems, institutions, and policies impact women, men, and marginalized groups differently. This training equips participants with the knowledge and tools to systematically assess gender equality outcomes and inclusive development effectiveness.

The course provides a comprehensive framework for understanding the principles of gender mainstreaming, from policy design to implementation and evaluation. Participants will explore key gender analysis tools, frameworks, and indicators that help capture gender-disaggregated outcomes, identify disparities, and assess progress toward equality and empowerment.

Through case studies from various development sectors including health, education, agriculture, and governance, learners will gain practical skills to evaluate gender-sensitive and inclusive policies. The sessions emphasize participatory approaches and intersectional analysis, ensuring that evaluations reflect the experiences of diverse social groups, including youth, persons with disabilities, and indigenous communities.

Participants will also explore global and regional frameworks such as the Sustainable Development Goals (SDGs), CEDAW, and the African Union Gender Policy, understanding how to align evaluations with these commitments. The course focuses on evidence-based reporting that supports decision-making, advocacy, and accountability in gender and inclusion programming.

As global agendas increasingly prioritize gender equality and inclusion, evaluation professionals need to integrate gender-responsive and inclusive methodologies into every stage of the M&E cycle. This training introduces advanced evaluation models that capture both quantitative and qualitative dimensions of gender outcomes.

By the end of the course, participants will be able to design, conduct, and manage evaluations that measure the transformative impact of gender mainstreaming and inclusive development policies, ensuring that interventions contribute to equity, empowerment, and systemic change.
