Introduction

Public-Private Partnerships (PPPs) are vital mechanism for mobilizing resources, improving infrastructure, and delivering essential public services. However, ensuring the effectiveness, efficiency, and sustainability of PPP initiatives requires robust Monitoring and Evaluation (M&E) systems. This course equips participants with the knowledge and tools to design and apply M&E frameworks tailored to the unique complexities of PPPs.

Over the past decade, governments and private investors have increasingly collaborated in sectors such as energy, transport, water, health, and education. This evolution demands evaluation approaches that can measure shared value, risk distribution, and long-term impact. The course provides practical techniques for assessing performance, accountability, and socio-economic returns from PPP projects.

Participants will explore the application of results-based management, theory of change, and logical frameworks in PPP contexts. Emphasis will be placed on evaluating partnership governance, financial arrangements, contractual obligations, and development outcomes. Through real-world examples and case studies, participants will gain insights into managing data, interpreting results, and communicating findings effectively.

Digital tools and emerging technologies will also be introduced, showcasing how data analytics, dashboards, and visualization tools can improve transparency and inform decision-making. The course highlights how governments and private actors can jointly use M&E findings to adjust policies, renegotiate contracts, and enhance project sustainability.

Furthermore, the training emphasizes inclusivity, social responsibility, and environmental stewardship within PPP evaluations. Participants will learn how to evaluate PPPs not only for their economic outputs but also for their contributions to broader development goals, such as SDG 17 on Partnerships for the Goals.

By the end of the program, participants will be well-equipped to develop, implement, and manage evidence-based M&E systems that strengthen accountability, optimize performance, and demonstrate the real value of partnerships between public and private sectors.
