Introduction

Capacity development and institutional strengthening are at the heart of sustainable development. Organizations across government sectors, NGOs, and the private sector continuously invest in building human and institutional capabilities to improve service delivery, governance, and performance. However, evaluating these interventions remains complex due to their long-term and multidimensional nature. This course provides a systematic framework and practical tools to evaluate capacity development and institutional strengthening programs effectively.

Participants will explore evaluation methodologies that capture both tangible and intangible changes at individual, organizational, and systemic levels. The training emphasizes how to measure behavioral change, leadership growth, organizational learning, and institutional performance improvements factors often overlooked in conventional evaluation approaches.

The course bridges theory and practice, helping participants design robust evaluation systems that go beyond activity tracking to focus on actual capacity outcomes and transformational impact. Through hands-on exercises, participants will gain skills in developing logic models, indicators, and evaluation questions tailored to capacity-building programs.

A special focus will be given to integrating participatory evaluation approaches that engage beneficiaries, institutions, and stakeholders in the assessment process. Participants will learn to apply mixed-methods designs, qualitative and quantitative techniques, and outcome harvesting to capture complex change processes.

Emerging issues such as evaluating institutional resilience, adaptive capacity, and digital capacity development initiatives are also explored. The course integrates global best practices, case studies, and lessons from international development organizations to enhance real-world applicability.

By the end of the training, participants will be able to produce credible, evidence-based evaluations that inform learning, policy decisions, and continuous improvement in capacity and institutional strengthening initiatives.
