Course Introduction

Biometric systems are increasingly used in humanitarian operations to verify identity, prevent fraud, and improve aid delivery efficiency. However, their use raises critical ethical, legal, and protection concerns. This course equips participants with the knowledge to navigate these complex issues responsibly.

The program explores different biometric technologies including fingerprinting, iris scanning, facial recognition, and voice recognition systems used in humanitarian contexts. Participants will understand how these systems function and how they are deployed in field operations.

A strong emphasis is placed on ethical principles such as informed consent, dignity, privacy, and “do no harm” standards. The course highlights the risks associated with misuse, data breaches, exclusion errors, and surveillance in vulnerable populations.
