Introduction

In the rapidly evolving field of Monitoring and Evaluation (M&E), ethics and integrity play a central role in ensuring credibility, transparency, and accountability. The Ethics and Integrity in Monitoring and Evaluation Practice Training Course is designed to strengthen the moral and professional foundation of evaluators, analysts, and decision-makers. It equips participants with the principles, tools, and strategies needed to conduct evaluations that adhere to the highest ethical standards.

This course emphasizes the importance of ethical decision-making in the design, implementation, analysis, and reporting phases of M&E processes. It explores the implications of ethical dilemmas such as conflicts of interest, data manipulation, confidentiality breaches, and the misuse of findings, all of which can undermine trust and credibility in evaluation results.

Participants will engage with real-world case studies and global ethical frameworks, including the UN Evaluation Group (UNEG) Norms and Standards and OECD-DAC principles, to understand how ethical considerations shape evaluation culture. Through practical exercises, participants will learn to navigate complex ethical situations while maintaining transparency, objectivity, and accountability.

The course also explores integrity as a leadership and institutional value that strengthens the credibility of M&E systems. It helps participants establish organizational ethics frameworks, codes of conduct, and accountability mechanisms that foster a culture of honesty and professional responsibility in evaluation practice.

Emerging issues such as AI-driven evaluations, data privacy, informed consent, and responsible data sharing are also examined, ensuring participants are well-prepared to handle the ethical challenges arising from digital transformation and global evaluation standards.

By the end of the course, participants will be able to integrate ethical principles into M&E design, enhance organizational trust, and promote a culture of professional integrity, ensuring that evaluation results serve the public good and drive meaningful, transparent development outcomes.
