Introduction
Energy policy and strategic planning increasingly require rigorous, system-level understanding of how energy technologies interact within complex national and regional energy systems. This course provides a comprehensive foundation for assessing energy technology systems to support informed policy formulation, long-term planning, and strategic decision-making in rapidly evolving energy landscapes.
Rather than focusing on individual technologies in isolation, the course adopts a systems-thinking approach that examines interactions among energy generation, transmission, storage, distribution, and end-use technologies. Participants will learn how these interactions shape system reliability, affordability, security, and environmental performance, which are central concerns for policy makers and planners.
The training introduces internationally recognized assessment frameworks and analytical tools used by governments, regulators, and development institutions. These include techno-economic analysis, energy system modeling, scenario analysis, and multi-criteria decision methods that enable evidence-based evaluation of policy options and strategic energy pathways.
Special emphasis is placed on linking energy technology systems assessment to policy objectives such as decarbonization, energy access, energy security, and economic development. Participants will explore how policy instruments, regulatory structures, and market designs influence technology deployment, system integration, and investment outcomes.
Emerging issues such as renewable energy integration, energy storage, hydrogen systems, digital energy platforms, and climate resilience are embedded throughout the course. These topics reflect the growing need for forward-looking assessments that anticipate technological change and support adaptive, long-term energy strategies.
Through applied case studies and policy-oriented exercises, the course equips participants with practical skills to design, interpret, and communicate energy technology systems assessments. Graduates of the course will be better prepared to support strategic planning processes and policy decisions that enable sustainable, resilient, and inclusive energy transitions.

Duration

10 days

Who Should Attend

  • Government policy makers and energy planners
  • Officials from energy ministries and agencies
  • Energy regulators and utility executives
  • Strategic planners in public and private institutions
  • Development partners and donor-funded program staff
  • Energy economists and policy analysts

Course Objectives

Upon completion of this course, participants will be able to:

  • Apply systems-thinking principles to assess energy technologies within integrated energy systems, supporting coherent and evidence-based policy and strategic planning decisions.
  • Utilize internationally accepted assessment tools and models to evaluate energy technology systems in relation to policy goals such as energy security, affordability, and sustainability.
  • Analyze interactions between technology choices, infrastructure development, and institutional frameworks to inform long-term energy planning strategies.
  • Conduct comparative assessments of energy system pathways to support strategic decisions on technology prioritization and investment sequencing.
  • Apply techno-economic assessment methods to evaluate the costs, benefits, and trade-offs of alternative policy and planning scenarios.
  • Integrate environmental and climate considerations into energy technology systems assessments to support low-carbon and climate-resilient energy strategies.
  • Assess the impacts of regulatory frameworks, market structures, and policy instruments on energy system performance and technology deployment.
  • Develop and analyze policy-relevant energy scenarios using system models and structured assumptions.
  • Evaluate emerging energy technologies based on system integration potential, technology readiness, and strategic relevance for national energy goals.
  • Incorporate risk, uncertainty, and resilience considerations into strategic energy planning and policy assessment processes.
  • Interpret and communicate complex assessment results clearly to senior decision-makers, stakeholders, and development partners.
  • Apply lessons from international case studies to improve national and regional energy policy and strategic planning outcomes.
