Course Introduction

Education systems project planning and delivery require a strategic understanding of education policy, institutional capacity, learning outcomes, financing, stakeholder coordination, and the practical realities of implementing reforms across schools, districts, and national education systems. The Education Systems Project Planning and Delivery Course equips professionals with the frameworks, tools, and management capabilities needed to translate education priorities into implementable, measurable, and sustainable projects that strengthen access, equity, quality, relevance, and system performance.

Education projects operate within complex environments shaped by government priorities, demographic changes, teacher availability, infrastructure constraints, curriculum reforms, technology adoption, and differences in learners’ needs. Participants will examine how to conduct education sector diagnostics, analyze institutional and operational bottlenecks, assess stakeholder interests, and align project interventions with national education sector plans, sector-wide approaches, development partner priorities, and local implementation realities. The course emphasizes evidence-based planning that responds to the causes of poor learning outcomes rather than treating symptoms in isolation.

Effective education project delivery requires more than sound technical design; it depends on realistic implementation arrangements, coordinated responsibilities, reliable financing, transparent procurement, and disciplined performance management. Participants will learn to develop results frameworks, implementation plans, budgets, procurement schedules, risk registers, and monitoring systems that support accountability from project initiation through completion. Particular attention will be given to managing dependencies among ministries, education agencies, local authorities, school leadership, teachers, communities, civil society organizations, and development partners.

Equity and inclusion are central to sustainable education systems strengthening. The course explores approaches for addressing barriers affecting girls, children with disabilities, displaced learners, children in remote communities, marginalized populations, and learners affected by poverty or emergencies. Participants will consider how gender-responsive planning, inclusive infrastructure, accessible learning materials, safeguarding, community engagement, and disaggregated education data can be integrated into project design and delivery. These approaches help ensure that education investments produce meaningful benefits for diverse learners rather than improvements that conceal persistent inequalities.

Digital transformation is reshaping education planning through education management information systems, digital learning platforms, data analytics, artificial intelligence, and technology-enabled teacher support. Participants will assess how digital solutions can strengthen planning, resource allocation, learning continuity, and performance monitoring while recognizing risks involving connectivity, affordability, data protection, cybersecurity, algorithmic bias, and unequal access. The course promotes responsible technology adoption based on educational needs, institutional readiness, evidence of effectiveness, total cost of ownership, and long-term maintenance capacity.

By the end of the programme, participants will be better prepared to manage education projects as integrated contributions to system-wide improvement. They will develop practical approaches for coordinating implementation, controlling budgets and schedules, monitoring learning and service-delivery results, managing change, responding to emerging risks, and sustaining benefits after external financing ends. The course connects project management discipline with education sector knowledge to help participants deliver accountable investments that strengthen institutions, improve learning conditions, and support more resilient and equitable education systems.
