Course Introduction
Digital transformation readiness determines whether a public institution has the leadership, strategy, processes, technology, workforce, data, governance, and organizational capabilities required to successfully modernize its operations and services. Readiness assessment provides a structured way to identify strengths, weaknesses, dependencies, risks, and capability gaps before major transformation investments are undertaken. This course provides a practical framework for assessing institutional readiness and developing evidence-based transformation priorities.
Public institutions often begin digital transformation with technology investments without sufficiently assessing organizational conditions that determine whether those investments will succeed. Legacy systems, fragmented processes, limited digital skills, weak data governance, inadequate infrastructure, unclear ownership, resistance to change, and insufficient executive sponsorship can prevent otherwise promising initiatives from achieving their intended outcomes. Participants will learn how to identify these barriers and evaluate institutional preparedness systematically.
