Course Introduction

Digital records and electronic documents are essential to modern government administration, supporting decision-making, accountability, service delivery, institutional memory, legal compliance, and transparent public administration. As public institutions move away from paper-based processes, effective management of electronic records becomes increasingly important for ensuring that information remains authentic, reliable, accessible, secure, and usable throughout its required lifecycle. This course provides a practical framework for establishing effective digital records and electronic document-management systems in government.

Government institutions generate large volumes of documents and records through correspondence, policies, contracts, financial transactions, procurement, human resources, projects, programmes, regulatory activities, service delivery, and executive decision-making. Poorly managed digital information can create duplication, uncontrolled versions, slow retrieval, unauthorized access, loss of institutional knowledge, excessive storage costs, and compliance risks. The programme examines the complete electronic document and records lifecycle, beginning with document creation and capture and continuing through classification, metadata assignment, version control, access, workflow, retention, archival preservation, and authorized disposal. Effective digital records management requires strong governance and clear institutional responsibilities.
