Course Introduction

Digital public services are transforming how citizens, businesses, communities, and other stakeholders interact with government institutions. Effective digital services can reduce administrative burdens, shorten processing times, improve accessibility, increase transparency, and make public services available through convenient digital channels. This course provides a practical framework for designing, implementing, managing, and continuously improving high-quality digital public services.

Successful digital service delivery requires more than converting paper forms into electronic formats. Participants will learn how to redesign service journeys from the user’s perspective, simplify eligibility requirements, eliminate unnecessary steps, integrate back-office processes, establish digital workflows, and create seamless interactions across government institutions. Particular attention will be given to accessibility, usability, inclusion, responsiveness, security, and measurable service outcomes.

The programme examines the complete digital public-service lifecycle, from service discovery and user research through requirements analysis, service design, prototyping, technology selection, development, testing, deployment, adoption, performance monitoring, and continuous improvement. Participants will explore practical tools for mapping user journeys, identifying pain points, defining service standards, developing service blueprints, managing requirements, and establishing implementation roadmaps.

Digital public services depend on secure and interoperable foundations. Participants will examine digital identity, electronic signatures, payments, authentication, government portals, mobile applications, application programming interfaces, shared platforms, data exchange, cloud infrastructure, digital records, and interoperable government systems. Emerging technologies such as artificial intelligence, conversational assistants, intelligent automation, predictive analytics, and proactive services will be considered alongside privacy, cybersecurity, responsible AI, and digital trust.

Inclusive service design is essential because citizens have different levels of digital access, literacy, connectivity, language, ability, and technology availability. The course therefore addresses universal design, accessibility, digital inclusion, assisted digital services, multilingual services, alternative channels, vulnerable users, and equitable service delivery. Participants will learn how to ensure that digital transformation expands access rather than creating new barriers to government services.
