Course Introduction
Digital public infrastructure is becoming a foundational component of modern government, enabling citizens, businesses, and public institutions to access essential services through secure, interoperable, and scalable digital systems. Effective management of digital public infrastructure requires more than deploying technology; it involves strategic governance, interoperability, cybersecurity, data management, institutional coordination, and sustainable investment. This course provides government professionals with practical approaches to managing digital infrastructure as a long-term public asset.
Public institutions increasingly depend on shared digital capabilities such as digital identity, payments, data exchange, registries, authentication services, digital platforms, and interoperable government systems. When these components are properly designed and managed, they can reduce duplication, improve service accessibility, accelerate transactions, and strengthen government efficiency. Participants will explore how to plan, govern, operate, integrate, and continuously improve these foundational digital capabilities.
The course examines the institutional and technical dimensions of digital public infrastructure management. Participants will learn how to assess infrastructure needs, establish governance arrangements, develop interoperability strategies, manage digital platforms, coordinate stakeholders, and plan sustainable technology investments. Digital systems can unintentionally exclude people who lack connectivity, digital skills, appropriate devices, accessible interfaces, or trusted digital identities. The course therefore addresses digital inclusion, accessibility, user-centered design, assisted digital services, multilingual access, and equitable service delivery. Participants will examine how infrastructure decisions can influence citizen experience and determine whether digital transformation genuinely expands access to public services.
