Course Introduction

Digital identity systems have become a transformative tool in humanitarian operations, enabling organizations to identify, protect, and serve vulnerable populations more efficiently and transparently. As crises intensify and displacement increases, the need for secure, reliable, and inclusive identity solutions has never been more critical. This course explores the technical, ethical, governance, and operational dimensions of digital identity systems within humanitarian response ecosystems.

Participants will gain a deep understanding of how digital identity technologies—ranging from biometric systems and blockchain-based identity platforms to mobile verification solutions—can streamline aid distribution, strengthen accountability, and enhance service delivery. The course examines how these technologies support everything from refugee registration and financial inclusion to health service access and protection assessments in emergency settings.

A core component of the program focuses on the risks, challenges, and ethical implications of digital identity deployment. This includes exploring sensitive issues such as data privacy, informed consent, surveillance risks, and the potential exclusion of marginalized groups if systems are poorly designed or implemented without adequate safeguards.

The course highlights the emerging standards and global frameworks guiding the responsible use of digital identity in humanitarian contexts. Participants will learn how to align system design with international data protection regulations, humanitarian principles, and do-no-harm considerations while ensuring operational efficiency and technological resilience.

Real-world case studies and practical exercises will guide learners through designing, evaluating, and managing digital identity solutions tailored to dynamic operational environments. This includes crisis settings with limited infrastructure, fragile institutions, or heightened data protection risks requiring adaptive and context-sensitive approaches.

By the end of the course, participants will be equipped with the knowledge, frameworks, and skills to assess digital identity needs, implement secure and inclusive systems, and ensure that identity technologies strengthen humanitarian outcomes while protecting the rights and dignity of affected populations.

Duration

5 days
