Course Introduction

Development projects operate within institutional environments that strongly influence whether investments achieve their intended results. Government structures, implementing agencies, regulatory bodies, development partners, private organisations, communities, and civil society actors each have different mandates, incentives, capabilities, and interests. Understanding these institutional conditions is therefore essential for designing projects that are realistic, implementable, accountable, and sustainable.

This course provides a comprehensive framework for conducting institutional analysis in the context of development projects. Participants will examine how organisational structures, governance arrangements, institutional mandates, policies, regulations, incentives, leadership, capabilities, relationships, and decision-making processes affect project performance. The programme helps professionals move beyond formal organisational charts to understand how institutions actually operate in practice.

Effective institutional analysis requires systematic assessment of capacity, authority, incentives, accountability, coordination, resources, systems, and stakeholder relationships. Participants will learn practical methods for mapping institutions, analysing roles and responsibilities, identifying institutional gaps, assessing organisational capacity, understanding political and administrative dynamics, and determining whether proposed implementation arrangements are sufficiently robust to support project delivery.

The course also explores the relationship between institutional arrangements and project risks. Weak governance, overlapping mandates, fragmented responsibilities, inadequate staffing, poor coordination, weak accountability, political interference, limited technical capacity, and ineffective systems can undermine even well-funded projects. Participants will develop approaches for identifying these constraints early and incorporating appropriate institutional strengthening, governance reforms, capacity development, and risk mitigation measures into project design.

Institutional environments are also changing as development practice increasingly emphasises localization, locally led development, digital government, institutional resilience, inclusion, climate adaptation, public-private collaboration, and stronger community ownership. The course considers how these trends affect institutional analysis and project implementation, including the growing importance of informal institutions, networks, incentives, digital capabilities, data governance, and adaptive institutional arrangements.

By the end of the course, participants will be able to conduct structured institutional assessments, identify institutional strengths and weaknesses, map stakeholders and power relationships, analyse governance and accountability arrangements, assess implementation capacity, and develop practical institutional strengthening responses. These capabilities will enable participants to design development projects that are better aligned with institutional realities and more capable of delivering sustainable results.

Module 3: Organisational Structures, Mandates, and Roles

  • Assess organisational structures, mandates, reporting lines, decision rights, responsibilities, and functional arrangements within project implementation institutions.
