Course Introduction

Development projects compete for scarce public, donor, and institutional resources, making rigorous economic analysis essential for determining whether proposed investments generate sufficient value for society. Economic analysis provides decision-makers with a structured way to examine project costs, benefits, opportunity costs, externalities, distributional effects, and broader development impacts beyond the financial performance of an individual project.

This course provides a comprehensive and practical framework for conducting economic analysis of development projects from early concept assessment through investment decision-making and implementation review. Participants will examine the distinction between financial and economic analysis, identify relevant economic costs and benefits, assess alternative interventions, and develop evidence-based conclusions about the overall value and contribution of proposed investments.

Participants will develop practical capabilities in cost-benefit analysis, cost-effectiveness analysis, economic pricing, shadow pricing, opportunity cost assessment, discounting, economic rates of return, net present value, sensitivity analysis, and scenario analysis. These techniques will be applied to development contexts where market prices may not fully represent the social value or opportunity cost of resources, outputs, environmental assets, labour, capital, and public services.

The course also considers the wider effects that development investments can generate across households, communities, markets, institutions, and economies. Participants will examine externalities, distributional impacts, employment effects, consumer and producer benefits, fiscal implications, environmental costs, climate benefits, and social outcomes. Attention will be given to ensuring that economic analysis captures both measurable market effects and significant non-market development benefits.

Economic analysis is increasingly influenced by climate change, environmental sustainability, inclusion, localization, technological transformation, and uncertainty. The course therefore incorporates climate and environmental valuation, resilience benefits, social value, distributional analysis, digital technologies, data limitations, and scenario-based decision-making. Participants will explore how emerging issues can affect economic appraisal assumptions and investment conclusions.

By the end of the course, participants will be able to structure and critically evaluate economic analyses for development projects, distinguish financial from economic perspectives, quantify and value relevant costs and benefits, test key assumptions, compare alternatives, assess uncertainty, and communicate economic findings to decision-makers. The programme equips professionals to make stronger investment recommendations based on efficiency, development value, sustainability, and responsible use of scarce resources.

Duration

5 days

  • Environmental, climate, and social specialists involved in assessing externalities, non-market benefits, resilience, and distributional effects.

  • Senior decision-makers seeking practical methods for comparing investment alternatives and improving the economic quality of development project decisions.

Course Objectives

  • Develop a comprehensive understanding of economic analysis principles and their application to public and international development project investment decisions.

  • Distinguish clearly between financial analysis and economic analysis and determine when each perspective is appropriate for evaluating development interventions.

  • Identify, classify, quantify, and value the economic costs and benefits associated with alternative development project designs and implementation approaches.

  • Apply cost-benefit analysis techniques to determine whether proposed development investments generate sufficient net economic value relative to the resources they consume.

  • Use cost-effectiveness analysis to compare alternative interventions where development outcomes are difficult to monetise or where efficiency is the primary decision criterion.

  • Apply economic pricing, shadow pricing, opportunity cost analysis, and adjustments to market prices where observed prices do not accurately reflect economic values.

  • Calculate and interpret key economic appraisal indicators, including economic net present value, economic rates of return, benefit-cost ratios, and relevant efficiency measures.

  • Conduct sensitivity analysis, scenario analysis, and uncertainty assessment to understand how changes in assumptions, costs, benefits, timing, and external conditions affect investment conclusions.

  • Integrate environmental, climate, social, distributional, employment, resilience, and non-market effects into economic analysis to provide a more complete assessment of development value.

  • Communicate economic analysis findings clearly through structured appraisal reports, investment recommendations, decision papers, and presentations that support transparent and evidence-based decisions.

Comprehensive Course Outline

Module 1: Foundations of Development Project Economic Analysis

  • Examine the purpose, principles, scope, and decision-making role of economic analysis in public and international development investments.

  • Distinguish economic analysis from financial analysis and explore how each perspective addresses different questions about project viability and value.

  • Examine the project economic analysis process from problem definition and alternative identification through valuation, appraisal, sensitivity testing, and recommendation.

  • Explore emerging expectations around development impact, social value, climate resilience, inclusion, sustainability, localization, and evidence-based investment decisions.

Module 2: Project Rationale, Alternatives, and Economic Context

  • Assess the economic rationale for development interventions by examining market failures, public goods, externalities, distributional concerns, and development constraints.

  • Identify and compare realistic project alternatives, including different scales, technologies, locations, implementation models, and timing options.

  • Examine the counterfactual or without-project scenario and determine how it influences the measurement of incremental project costs and benefits.

  • Analyse macroeconomic, sectoral, institutional, demographic, market, and policy conditions that can influence project economic performance.

Module 3: Identification and Valuation of Economic Costs and Benefits

  • Identify direct, indirect, tangible, intangible, market, and non-market costs and benefits associated with development project alternatives.

  • Develop practical approaches for quantifying project outputs, outcomes, resource savings, productivity gains, income effects, and avoided costs.

  • Examine methods for valuing benefits and costs where market prices are available, distorted, incomplete, or entirely absent.

  • Explore emerging approaches to measuring social value, ecosystem benefits, resilience gains, health outcomes, human capital, and other non-market effects.

Module 4: Economic Pricing, Shadow Prices, and Opportunity Costs

  • Examine why market prices may fail to represent true economic costs and benefits in developing and transitional economic environments.

  • Apply shadow pricing concepts to labour, foreign exchange, capital, traded and non-traded goods, land, energy, natural resources, and other project inputs.

  • Analyse opportunity costs and determine the economic value of resources that could be used for alternative development purposes.

  • Explore practical challenges in estimating economic prices where markets are thin, regulated, distorted, informal, or affected by significant policy interventions.

Module 5: Cost-Benefit Analysis and Economic Investment Appraisal

  • Develop structured cost-benefit analyses that compare the present value of economic costs with the present value of expected project benefits.

  • Apply economic discounting techniques and examine how discount rates influence the timing and magnitude of project economic value.

  • Calculate and interpret economic net present value, economic internal rates of return, benefit-cost ratios, and related investment indicators.

  • Examine practical challenges involving long-term projects, uncertain benefits, delayed impacts, residual values, asset lives, and intergenerational effects.

Module 6: Cost-Effectiveness and Comparative Economic Analysis

  • Examine when cost-effectiveness analysis is more appropriate than conventional cost-benefit analysis for development interventions.

  • Compare alternative project options based on their resource requirements relative to measurable outcomes, outputs, or service delivery targets.

  • Apply cost-effectiveness techniques to sectors such as health, education, social protection, infrastructure, environmental management, and public services.
