Course Introduction

Development planning provides governments with a structured framework for identifying national and sector priorities, establishing development objectives, designing interventions, and directing public resources toward outcomes that improve economic, social, institutional, and environmental conditions. Public resource allocation determines how limited financial, human, technological, and physical resources are distributed among competing priorities. Effective development management therefore requires strong integration between planning, prioritization, budgeting, investment decisions, implementation capacity, and performance results. This course provides practical approaches for strengthening the relationship between development planning and public resource allocation.

Governments must routinely make difficult choices because development needs generally exceed available resources. Effective allocation requires more than distributing budgets according to historical patterns; it requires evidence-based assessment of needs, expected impact, strategic relevance, affordability, equity, implementation readiness, risks, and long-term sustainability. Participants will explore practical frameworks for setting priorities, assessing competing programmes and investments, identifying resource gaps, evaluating trade-offs, and directing public resources toward interventions that provide stronger public value.

The course examines the connection between national development strategies, sector plans, institutional priorities, medium-term expenditure frameworks, annual budgets, public investment programmes, development programmes, and operational plans. Participants will learn how to establish planning and resource-allocation processes that reinforce one another, rather than allowing strategic plans and budgets to operate as separate systems. Particular attention is given to aligning resources with priorities, improving budget credibility, strengthening programme costing, sequencing investments, and managing resource constraints.

Effective allocation also requires consideration of implementation capacity. A programme may be strategically important but difficult to implement because of limited institutional capacity, weak project preparation, procurement constraints, workforce shortages, technology gaps, or inadequate supporting infrastructure. Participants will therefore examine how readiness assessments, capacity analysis, expenditure performance, portfolio reviews, and risk assessments can inform resource-allocation decisions and prevent resources from being directed toward poorly prepared or low-performing interventions.

Data and technology increasingly support more sophisticated resource-allocation decisions. Participants will explore the use of administrative data, national statistics, expenditure information, performance indicators, geographic information, forecasting, scenario analysis, cost-benefit analysis, dashboards, and predictive analytics. Emerging applications of artificial intelligence, portfolio optimization, automated budget analysis, and decision-support systems will be considered alongside requirements for transparency, data quality, interoperability, cybersecurity, privacy, responsible AI, and human oversight.

Public resources must remain responsive to changing circumstances. Fiscal pressures, emergencies, economic shocks, climate risks, demographic changes, changing service demand, and new government priorities may require resources to be reprioritized. Participants will examine adaptive allocation, contingency planning, fiscal scenario analysis, expenditure reviews, programme reprioritization, performance-based resource shifts, and mechanisms for protecting essential services during periods of uncertainty.
