Course Introduction

Development partner funds support governments, non-governmental organisations, international institutions, community programmes, humanitarian interventions, infrastructure initiatives, and other development activities across diverse operating environments. These resources are commonly subject to funding agreements, financial conditions, approved budgets, reporting obligations, procurement requirements, and accountability arrangements. Effective auditing is therefore essential for demonstrating that development partner resources are safeguarded, properly used, accurately reported, and directed toward approved development objectives.

This course provides a comprehensive framework for auditing and providing assurance over development partner funds throughout their lifecycle, from funding agreements and resource mobilisation through disbursement, budgeting, expenditure, procurement, implementation, financial reporting, monitoring, and close-out. Participants will examine the financial and governance structures that support development financing and develop practical approaches for determining whether funds are managed in accordance with applicable requirements.

The programme develops advanced capabilities for reviewing fund flows, designated accounts, bank reconciliations, project expenditure, grants, sub-grants, procurement transactions, payroll, consultants, assets, foreign exchange, counterpart financing, and financial reports. Participants will learn how to assess financial controls, test transactions, verify expenditure, analyse account balances, evaluate supporting documentation, and identify conditions that may affect the reliability and integrity of development partner fund management.

A strong emphasis is placed on risk-based assurance and the integration of financial, compliance, operational, and fraud-focused audit procedures. Participants will learn how to identify ineligible or unsupported expenditure, duplicate funding, budget deviations, weak implementing partner controls, procurement irregularities, conflicts of interest, inaccurate reporting, and other risks that can compromise the stewardship of development resources and the achievement of funded programmes.

Development financing is increasingly delivered through digital financial systems, electronic payments, remote implementation models, complex partner networks, climate and sustainability financing, blended funding arrangements, and technology-enabled programme management. The course therefore incorporates emerging assurance issues involving cybersecurity, data integrity, artificial intelligence, digital disbursement, third-party risk, results-based financing, climate finance, and continuous monitoring of development partner resources.

By completing the programme, participants will be better equipped to provide credible assurance over development partner funds and communicate meaningful findings to donors, development agencies, governments, implementing organisations, project management units, boards, audit committees, and other stakeholders. The course strengthens professional judgement, audit evidence evaluation, financial analysis, compliance assessment, fraud risk management, reporting, recommendations, and follow-up capabilities within complex development financing environments.
