Introduction

National development agendas are implemented through complex, multisectoral programs that demand integrated evaluation systems capable of capturing interrelated outcomes and systemic impacts. This course provides participants with advanced knowledge and practical skills to design, operationalize, and manage evaluation systems that effectively measure progress across multiple sectors including health, education, agriculture, governance, and environment.

As countries pursue the Sustainable Development Goals (SDGs), the need for coordinated monitoring and evaluation (M&E) systems has become vital. Participants will learn how to align national evaluation architectures with policy priorities, harmonize data collection across ministries, and build institutional capacity for evidence-based policymaking and program accountability.

The training explores key principles of multisectoral evaluation design, such as systems thinking, inter-ministerial coordination, data interoperability, and shared learning mechanisms. It integrates theory with hands-on exercises to strengthen participants’ ability to develop frameworks that track cross-cutting indicators, evaluate complex interventions, and assess national policy coherence.

Through practical case studies, participants will examine how countries have built and institutionalized multisectoral evaluation systems to improve coordination, resource utilization, and impact. The course emphasizes adaptive design approaches that allow evaluators to respond to evolving policy priorities and emerging national challenges.

In addition, participants will gain exposure to advanced tools such as results-based management (RBM), theory of change modeling, and digital evaluation platforms that enhance data-driven decision-making in multisectoral contexts.

Ultimately, this course equips professionals with the knowledge to design, implement, and sustain evaluation systems that support national planning, improve accountability, and promote policy integration across government sectors and development partners.
