Course Introduction
Public-sector challenges increasingly cross organizational, departmental, geographic, professional, and sectoral boundaries. Public managers may need to coordinate ministries, agencies, local authorities, private organizations, civil society, academia, communities, and development partners to achieve outcomes that no single institution can deliver alone. Cross-boundary leadership provides the capabilities required to influence across these boundaries while maintaining strategic direction, accountability, and public value.
Cross-Boundary Leadership for Public Managers Training Course equips public managers with practical approaches for leading in environments where authority, information, resources, expertise, and responsibility are distributed across multiple organizations. Rather than relying solely on formal hierarchy, participants will learn how to build relationships, align interests, negotiate priorities, facilitate collaboration, mobilize capabilities, and create shared ownership around complex public objectives.
The programme examines the leadership challenges associated with cross-boundary work, including institutional silos, competing mandates, fragmented resources, organizational cultures, political interests, stakeholder expectations, and unclear accountability. Participants will learn how to diagnose these challenges systematically and determine when to use direct leadership, influence, partnership, collaboration, network governance, or shared decision-making to achieve desired results.
Participants will also develop practical skills for stakeholder mapping, coalition building, strategic communication, negotiation, conflict management, collaborative planning, resource orchestration, and joint performance management. The course emphasizes the ability to lead without relying exclusively on formal authority, helping public managers establish trust and credibility while ensuring that collaborative arrangements remain focused on measurable outcomes and responsible use of public resources.
The programme incorporates emerging issues that are changing the role of public managers, including artificial intelligence, digital government, data ecosystems, climate resilience, citizen participation, public-private collaboration, innovation ecosystems, hybrid service delivery, and complex crisis management. Participants will explore how digital technologies can support cross-boundary collaboration while considering cybersecurity, privacy, interoperability, digital exclusion, algorithmic accountability, and responsible innovation.
By the end of the programme, participants will be able to lead effectively across organizational and sectoral boundaries, mobilize diverse stakeholders, manage competing interests, and coordinate collective action. They will gain practical tools for diagnosing complex systems, influencing stakeholders, building collaborative structures, managing conflict, coordinating resources, measuring results, and developing resilient cross-boundary partnerships that deliver stronger public outcomes.
