Course Introduction
Creator-led public information campaigns are becoming an increasingly important way for governments, public institutions, development organisations, health and social programmes, and other public-interest bodies to reach audiences that may be difficult to engage through traditional institutional communication channels. This course develops the strategic and practical capabilities required to design, manage, evaluate, and improve campaigns that work with digital creators as trusted communicators.
The programme examines how creator ecosystems operate, how audiences develop relationships with individual creators, and why authenticity, relevance, cultural understanding, storytelling style, and community trust can influence the effectiveness of public information campaigns. Participants learn how to identify appropriate creators, assess audience alignment, develop campaign objectives, establish credible partnerships, and translate complex public information into accessible and engaging creator-led content.
Particular attention is given to campaign design and creator collaboration. Participants explore briefing methods, message development, creative freedom, content formats, approval processes, disclosure requirements, safeguarding, accessibility, multilingual communication, and practical campaign coordination. The course emphasises the importance of allowing creators to communicate in an authentic voice while maintaining factual accuracy, public-interest objectives, and appropriate institutional safeguards.
Participants will also develop approaches for reaching specific audiences through creator networks, including young people, local communities, professional groups, underserved populations, and digitally active audiences. The programme considers audience research, behavioural insights, community listening, platform characteristics, creator credibility, cultural context, and content preferences when determining how public information should be communicated.
The course incorporates AI-assisted research, creator discovery, audience analysis, content development, translation, monitoring, and campaign optimisation. Participants examine how AI can support campaign operations while recognising risks involving fabricated information, synthetic engagement, deepfakes, automated content, algorithmic bias, privacy, misinformation, and inaccurate audience interpretation. Human judgement, verification, transparency, and responsible governance remain central throughout the programme.
By the end of the course, participants will be equipped to build creator-led public information campaigns that combine institutional credibility with authentic community communication. They will understand how to select and manage creator partnerships, develop effective briefs and messages, establish governance controls, respond to campaign risks, measure behavioural and communication outcomes, and continuously optimise creator-led approaches for public value and audience trust.
